sure u have seen the GEM cards before when service staffs pass it to you to complete by filling in your name, whether or not they've provided good service. i've never filled up any card before, because i believe in picking the card up myself when i come across one with good service, not when u push it to me.

half of the 700 000 must have thought its a lucky draw ticket..
